Service Description: This polygon feature class contains the boundaries and related attributes of Neighborhood Associations, Neighborhood Coalitions, and Neighborhood Notify lists as provided by the Office of Neighborhood Coordination (ONC) in the City of Albuquerque Council Services Department.The Neighborhood Association Recognition ordinance was first established in 1987 and subsequently amended in 2007 (O-107, Enactment # O-2007-042). The details of the ordinance can be found on the American Legal publication of Albuquerque Code of Ordinances.This feature class contains recognized and unrecognized neighborhood associations and homeowner associations (HOAs) that have complied with the specific components of the Neighborhood Association Recognition Ordinance, neighborhood association coalitions, and special "notify list" boundaries that reference multiple associations that would need to be notified if the application location or event is located within the "notify list" boundary. This feature class also contains inactive neighborhood associations and HOAs that have not complied with the Ordinance. These are marked "inactive" and may become active in the future.ONC keeps a database of associations, coalitions, and special notify lists along with contact information. The contact information, overall status (inactive/active) and recognition status is provided to AGIS by ONC in an export out of the ONC database and joined to the geographic data using the Association Acronym (unique identifier for each record). Contact Information is in the related table "NeighborhoodContactTable." New associations or boundary changes are provided separately to AGIS either through an interactive mapping application or a paper or PDF map with the boundary identified. A comprehensive Quality Control of the database and GIS boundaries was conducted in April 2017. The GIS Quality Control was conducted by AGIS staff by visually comparing the mapped boundary in our GIS with the drawn boundary on the paper map of record kept by ONC. ONC conducted its own Quality Control during the creation of the new ONC database just prior to and after ONC moved from the Planning Department to Council Services. Resolution R-16-89 was enacted (R-2017-008) in February 2017 moving ONC to the Council Services Department.
